          DQO would like to assist IM as much as possible in drafting
          and submitting DQRs but without taking the ultimate
          responsibility for the DQRs away from the IMs.  Rick email
          the suggestion that DQO should feel free to submit a DQR,
          the submission would be copied to the IM, the IM would have
          until the next PRB meeting to review the submission and make
          corrections if necessary, when corrections are made the
          submitter will change to the IM, otherwise and if the PRB
          OKs the submission the DQR will go in as is.
